On March 19, 1964, as Secretary General of the Hellenic Music Academy, Yorgos Sicilianos submitted a proposal addressing the legislative regulation of the Academy’s operations and responsibilities. The proposal emphasised the need to base this regulation on previous legislative acts and the founding decree of the Academy. Sicilianos did not delve into specific legal or administrative issues but highlighted the importance of considering musical aspects before legislative adjustments were made. He suggested renaming the Academy to “Hellenic Music Council” to better reflect its consultative nature. The council would be a public legal entity, including members from various sectors, and would be responsible for all music and music education matters in Greece.
The council’s functions would include advising on musical and educational issues, participating in the boards of state-controlled musical organisations, and overseeing the awarding of music scholarships. It would also be responsible for financing high-quality musical programmes and performances, supporting tours by state orchestras and the Greek National Opera, and organising national and international music competitions. Additionally, the council would support the publication and distribution of Greek musical works, encourage high-level musical education, and promote Greek light music abroad. Sicilianos emphasised the urgent need to develop a practical plan for establishing a Higher Music School in Greece, a goal that the Academy had been discussing for several months and hoped to achieve within the year.
