Ioannis Papagiannis was born in Athens. He studied oboe at the Athens Conservatoire with Claude Chieulet and Architecture at the National Technical University of Athens. With a scholarship from the Onassis Foundation, he continued his oboe studies and baroque oboe at the Royal Conservatory of Brussels with Paul Dombrecht. During his stay in Belgium, he participated in concerts and recordings with the baroque orchestra La Petite Bande.

In Greece, he has appeared as a soloist with the State Orchestra of Thessaloniki and the Camerata. He has been the principal oboist of the Athens State Orchestra since 1990. With the baroque music ensemble Sinfonia, the Chamber Orchestra of Patras, the Camerata, as well as other chamber music ensembles, he has participated in performances and recordings both in Greece and abroad.

Since 1989, he has been teaching oboe and chamber music at the Philippos Nakas Conservatory. He is married and has a son.
